If no existing classrooms, can't add new classroom

I think the panel or view containing the link to add a classroom doesn't appear unless there are actually classrooms available. So to test this. you need to create a new editor account that has nothing it can edit. Think this probably applies to org admins too.

I think this is being caused by nothing being returned by the view.
