With Hyper-V enabled you will need to remove VirtualBox if you have it installed. The 2 virtualization solutions don't play nice.
If you have an older version of Docker for Windows installed you'll need to uninstall it completely including removing environmental variables that where set for Docker or Docker Toolbox.
Do a reboot after any uninstall to clean things up.
After reinstalling the latest version of Docker for Windows you should reboot to make sure everything gets configured properly, especially those env variables.
With Docker set up and configured properly the A2J Docker image installs as it should.
