Ensure backend reconnects after ilifu SSO login

After the ilifu SSO was deploying, I was having to log back into CARTA several times a day. The timeout has now been increased, but I'm unsure of the effect of that on the functionality to reconnect the backend.

It would be good to ensure that the backend correctly reconnects after a user is prompted to log in again, so that their session is restored. This would be related to both the maximum and idle timeouts (presumably the maximum timeout interrupts a user's session), and would be consistent with previous functionality of CARTA.

@Jordatious have you still found this to be an issue, or can I also mark this one as closed by the same fix as closed #153?

@daikema I don't think I've had issues, but I don't think I've really had a chance to test it!
