user feedback from v3 beta test

A special kind of image cube slice along the RA/Dec/GLON/GLAT etc. axis can be made. This is equivalent to generation of a pv image with a horizontal or vertical pv cut. The difference is the OFFSET axis is now in world coordinates.

The companion frontend issue is CARTAvis/carta-frontend#1945
