What if someone were to use a VPN or/and a virtual machine?

It doesn't matter. I can change my IP address in just a minute. However I can only get a new steamID from using a friend's or buying another account. It's less likely to have someone return if you ban their steam and prevent a family sharing account who is shared with that banned account. So no point in worrying at all about someone using a VPN or virtual machine to change their IP address.
