Replace config

Config is a bit of a mess, it needs to be phased out and replaced with individual files per bucket material. This will generate more files but will result in less clutter per file.

Possibility to make it cleaner would be to provide a folder per sub-mod. E.g. WoodenBuckets would have its own folder. This could also be expanded to provide configs for a group of materials. This way a user does not have to edit 20 files to apply settings for an entire group.
