Add confirmations to create/delete/transfer commands

When processing create/delete/transfer commands, a confirmation message should pop up so that a user can back out or continue with one of those options. For the transfer command, this should add a pending confirmation for the target to accept (if an admin is processing this command, the transfer should occur without acceptance being necessary).
