For the live site, consider starting with some presets that people can choose from.
Users pick the dominant race, pick the main industry, then the code applies a multiplier (and divisor) to the values in the core .json config files based on what's selected.
Core json files may need to be a bit more neutral/balanced to start.
Examples:
A drow city will have more drow than anything else, and will have few elves (if any). "Slave" would be an occupation.
A human trading city may have other races, but will have more traders/salesmen than a human farming city, which will have more farmers/ranchers.
A dwarven mining city will have a lot of dwarven miners, but very few elves.
