Improve personal cloud account lore

Issue:

• Currently, our lore for personal cloud accounts states that core developers may request a personal cloud account
  • Lore describes:
    • The process of requesting an account
    • How to access the account via Horizon and the CLI (refers to upstream documentation)
• Lore does not explain how to use a personal cloud account for testing BonnyCI

• Lore indicates use of a personal cloud account for testing BonnyCI
  • Process has been tested by at least one reviewer
