We may want to talk about whether or not adding the details for avoiding high congestion areas is worth it for the first iteration of this. I feel like it might be worth it to push to a later time to focus on the core model and just use an assumption for drive time. But if there are a lot of research questions / metrics that rely on this information it makes sense to keep.
