For a very complex patient with a lot of contacts, think it's conceivable that we may exceed 1000 rows.

Update capabilities json as described here to prevent dataset being automatically reduced: https://learn.microsoft.com/en-us/power-bi/developer/visuals/dataview-mappings#data-reduction-algorithm
