[BUG] AzureEnvironment needs to move away from AAD Graph #1341

AzureEnvironment is still using AAD Graph (graph.windows.net). This needs to be migrated to MS Graph.

The lib was deprecated last year. Please migrate to https://aka.ms/azsdk/dotnet/mgmt
