ACG-side APIs required for integration with (optional place) and route.

  1. Verilog rectangles/pins and their connectivity (optional to use depending on usecase)
  2. List of rectangles as obstructions
  3. List of prerouted net metal rectangles with name if exists
    The following two should be passed from ACG but will be consumed in the "adapter code"
  4. Boolean flag: whether or not prerouted net metals should show up in final GDS
  5. List of pre-preplaced instances to be removed in final GDS
