NS_ERROR_CONTENT_BLOCKED #106

I have a page in chrome\utils\TEST.html. When you load the URL chrome://userchromejs/content/TEST.html, the console shows NS_ERROR_CONTENT_BLOCKED. Is it possible to load an iframe in a privileged HTML?
