Block that you can put a formatted spatial storage disk into, and it will keep that spatial storage loaded at the expense of power. Maybe options for different levels of loaded depending on how much power you want to spend?
Reasons why it should be considered
Spatial anchor exists, but there is no way in/out of a spatial storage dimension in base AE2 to actually activate the anchor. Storing farms and such in spatial storage is a really cool option, and this would expand on spatial storage's usefulness.

You actually can use spatial anchors inside the spatial storage if the setup is done right. As well you can create a way to manipulate the load of the spatial anchor with redstone via p2ps if you connect a quantum bridge inside the storage, which is almost a requirement for getting stuff out anyway.
I, myself, am storing my farms inside the spatial storage drives when I need to and it is possible to do so reliably. There is not a real need for such a device IMO.
Just link quantum tunnel, put an anchor inside if you need to (you don't always need an anchor depending if one already exists in this dimension on this network). It will both drain your energy to maintain the connection to the farm and load it. And you can sever the connection to the thing if you don't want it to be loaded. Although I don't remember how loading it again would work.
Edit: And you can create a teleporter inside the spatial storage if you need to, which is possible with the base ae2.
