Allow Access to File URLs Option not Functional

Describe the bug
Extension option "Allow access to file URLs" is enabled, but some screenshot options are hidden, and message 'Go to chrome://extensions, and check the box "Allow access to file URLs"' is still displayed.

To Reproduce
Steps to reproduce the behavior:

1. Navigate Chrome to file:///some/path/some-file.jpg
2. Click on 'Screenshot extension'
3. Observe missing options and "allow access" message

Expected behavior
All Screenshot Extension options are available, and the "allow access" message is not displayed.
