What is the Problem Being Solved?

Drift between master and Mainnet. We need to minimize it.

Description of the Design

For upgrade 12, upgrade all vats that can be upgraded. (Tentatively: all but 'bootstrap' #8849 and 'network')

Requires the core proposal to includes scripts to do that.

Requires the deployment upgrade test to exercise it.
