The synthetic-chain library already has a method (getVatDetails) for retrieving vatDetails, but it only supports exact matches, and only retrieves data for the first match.

#9158 defined getDetailsMatchingVats locally in order to be able to get data on multiple vats all named auctioneer. It would be nice to move this functionality to the library.
