Is the requested feature available in the C++/Java/Python interfaces for OpenCV?
Yes.

# Python
cap = cv2.VideoCapture(Video_path)
while True:
    ok, frame_image = cap.read()

Describe the solution you'd like
Some way to extract the frames of the video in a loop similar to above implementation.
