conan 2.x compatibility

To reproduce
Basilisk build system is not compatible with conan 2.x.

Expected behavior
Conan 1.x is now depreciated and the conan 1 packages are no longer being updated. We need to upgrade to conan 2.x

@sassy-asjp , started this branch to updated our conanfile.py to conan 2.9.x compatibility. Right now still a test branch, not a functioning branch. However, I was able to make progress getting the conan install step to work. The conan build step is still failing.
