Discovery Page ETL Roadmap

Users should be able to upload their research study for their project to the discovery page. In cases where the project already exists on gen3, users should be able to consciously specify whether they want to overwrite the discovery page entry or not.

Additionally a legacy Dev-ops command in aced_submission should be created to copy all research studies with project id's from peregrine to the discovery page for projects that already exist in peregrine.
