Ratfolk Defenders are described as "Use the stats for a Saboteur but add the Swarming ability from Ratfolk Grenadiers", however Saboteurs are Medium. Should Ratfolk Defenders be Small instead?

I would say yes. The Ratfolk ancestry is small size, so to be consistent they might want to be small.
