Add "spectator" role #8

Spectators should be able to:

open GM in "read only" mode (see changes, control the page themselves)

Spectators should NOT be able to:

control the game (no control buttons, round indicies are un-clickable)

Potentially:

Player opens GM.html
FES adds player to lobby
FES requests auth from SS
SS says that player is not GM and ~~kicks the player~~ authorizes player as spectator
FES starts to send to player with GM.html GM states

Issues:

how to hide controls? disable rounds clicks? (redirect to another page?)
